Abstract

This study aims to analyze the recent emergence of data centers as a focal point of community conflict and to explore strategies for the social coexistence of technology-based infrastructure by understanding the so-called "New NIMBY" phenomenon. Specifically, this research defines data centers as private goods with inherent public utility rather than traditional environmentally hazardous facilities. It provides an in-depth analysis of the perceptual gaps among residents, administrative authorities, and corporations, as well as the evolution of the conflict, using the 2021 case of Anyang City, Gyeonggi Province as a primary example. The findings demonstrate that data center conflicts transcend simple facility avoidance; instead, they manifest as "knowledge-based conflicts" where divergent perceptions regarding risk assessment, locational conditions, policy trust, and procedural legitimacy intersect. Furthermore, as these conflicts unfold through the structural collision between corporate private interests and the collective self-interests of local residents, this study emphasizes the crucial role of local governments as effective mediators. By elucidating the phenomena and underlying structures of regional conflicts surrounding data centers, the results of this study provide foundational data for institutional design and policy discourse aimed at enhancing the social acceptance of technology-based infrastructure in the future.

본 연구는 최근 급증하고 있는 데이터센터를 둘러싼 지역 갈등 현상을 진단하고, 이를 ‘신(新)님비’ 현상으로 개념화함으로써 기술 기반 인프라 시설에 대한 사회적 수용성 제고 및 공존 방안을 도출하는 것을 목적으로 한다. 특히, 본 연구는 데이터센터를 전통적인 환경기피시설이 아닌 공익성을 내포한 사유재로 규정하고, 주민･행정･기업 간 인식 차이와 갈등 전개 과정을 2021년 경기도 안양시 사례를 통해 심층적으로 분석하였다. 그 결과, 본 연구는 데이터센터 갈등이 단순한 시설 기피 현상을 넘어 위험 인식, 입지 조건, 정책 신뢰 및 절차적 정당성에 대한 이견 속에서 형성되는 지식기반 갈등임을 규명하였다. 아울러 데이터센터 갈등이 기업의 사익과 지역주민의 집단적 사익이 충돌하는 구조 속에서 전개된다는 점에서 중재자로서 지방정부의 충분한 역할을 강조하였다. 데이터센터를 둘러싼 지역 갈등의 현상과 구조를 살핀 본 연구 결과는 향후 기술 기반 인프라의 사회적 수용성을 제고하기 위한 제도 설계 및 정책적 논의의 기초 자료로서 의미가 있다.
