The Culture-Nature Relations at the Intersection of Cultural Landscape, Tourism, and the Maritime: A Case Study of Whale Tourism Landscapes in Ulsan

Abstract

This study examines how culture-nature relations are formed and transformed through whale tourism in the Ulsan Whale Culture Special District. Once the historical center of South Korea’s whaling industry, Ulsan has sought to construct an urban identity around whale culture, embodying its vision through the Whale Festival, the Dolphinarium, and the Whale-Watching Cruise. These tourism landscapes are not merely representational outcomes; rather, they emerge as arenas of performative practices where humans and non-humans, representation and non-representation, and terrestrial and marine realms intersect. The analysis demonstrates that whale tourism landscapes are not confined to the outcomes of city branding or tourism resource development. They are also relational landscapes continually (re)constituted through the interplay of whale agency, unpredictable marine environments, and interventions of civil society. By illuminating the dynamics of cultural landscape formation through tourism from a maritime perspective, this study contributes to a critical expansion of cultural landscape scholarship, moving beyond anthropocentric and land-centered approaches.

본 연구는 울산 고래문화특구의 대표적 관광경관을 사례로, 고래관광을 매개로 형성･변화하는 문화-자연 관계를 분석한다. 과거 포경업의 중심지였던 울산은 고래문화를 기반으로 한 도시 정체성을 구축하고자 하였으며, 고래축제, 고래생태체험관, 고래바다여행선 등을 통해 이를 구체화해왔다. 그러나 이러한 관광경관은 단순한 재현적 산물이 아니라, 인간과 비인간, 재현과 비재현, 육상과 해양이 교차하며 구성되는 수행적 실천의 장(場)으로 드러났다. 분석 결과, 고래관광경관은 도시 브랜딩이나 관광자원화의 결과에 머무르지 않고, 고래의 행위성, 예측 불가능한 해양 환경, 그리고 시민사회의 개입 등 다양한 요소의 상호작용 속에서 끊임없이 (재)구성되는 관계적인 경관임이 확인되었다. 본 연구는 관광을 통한 문화경관 형성의 동학을 해양적 차원에서 조명함으로써, 기존 인간 중심적･육지 중심적 문화경관 논의를 비판적으로 확장하는 데 기여한다.
