Political Appropriation of Urban Space by Seoul Mayors' Planning Authority: A Case Study of Nodeul Island Changes During the 4th-8th Elected Terms

Abstract

This study examines the case of Nodeul Island from the 4th to the current 8th elected mayoral term (2006-present), focusing on how the same urban space has been repeatedly reconfigured under the succession of mayors with contrasting political orientations—Oh Se-hoon, Park Won-soon, and Oh Se-hoon again. It empirically investigates how mayoral planning authority politically appropriates urban space. The findings reveal that both mayors utilized the city-owned Nodeul Island as a strategic platform to realize their respective urban visions and political ideologies. They introduced unprecedented policy instruments to implement their plans, creating physical and functional spaces that made their political identities visible and experiential to citizens. Furthermore, each mayor redefined the meaning and function of the space to dismantle or transform their predecessor's spatial legacy, using it as a means to legitimize their own ideology. This demonstrates that Nodeul Island functions as a site of political appropriation.

본 연구는 노들섬을 사례로 2006년 민선 4기부터 현재의 민선 8기까지 오세훈-박원순-오세훈으로 이어진 정치적 성향이 상반된 서울시장의 교체 속에서 동일한 도시공간이 시장의 임기마다 반복적으로 재구성 되어 온 양상에 주목하여 시장의 기획권력이 도시공간을 어떻게 정치적으로 전유하는지 실증적으로 고찰하고자 하였다. 연구 결과 두 시장은 모두 서울시 소유의 노들섬을 자신이 지향하는 도시 비전과 정치적 이념을 구현하는 전략적 플랫폼으로 활용하고, 기획의 실현을 위해 유례없는 정책 수단을 도입하여 물리적･사용적 공간을 구성함으로써 자신의 정치성을 시민들에게 가시화하고 체험하게 하였다. 또한 각 시장은 전임 시장의 공간유산을 해체하거나 변형하기 위해 공간의 의미와 기능을 재정의하여 자신의 이데올로기를 정당화하는 수단으로 활용했다. 이를 통해 노들섬이 정치적 전유의 현장으로 작동하고 있음을 확인할 수 있었다.
