Ideology and Space: Logical Inferences on Intentions and Consequences of Spatial Ideology

이념과 공간 : 공간 이념의 의도 및 결과의 유형화에 관한 논리적 추론

Abstract

This article is proposing a model on intentions and consequences of spatial ideology. What makes this endeavor worthwhile is the way it elaborates the contents. Singaporean urbanization turned out to be going on as planned all along. A prime example is this little city-state’s public housing. It is important to understand that the elite in the island was serious about the planning. However well-intentioned plans do not always go well in reality. Urban renewal in the US proves it clearly. What is more common in real life, is mega-project slogan hiding elite private interests leading to dismal consequences. When it is not easy to provide persuasive cases, logical inferences are presented which make this article more nuanced.

이 논문은 각종 공간개발 사업의 이념적 의도와 그 수행 및 추진 결과에 대한 유형화를 제시하고, 이러한 유형화에 해당하는 국내외 사례들을 발굴하여 그 의미를 체계적으로 설명하고자 한다. 이에 싱가포르의 도시화는 공간개발 계획대로 진행되어왔으며, 이 작은 도시국가는 일반적 정책이 아니라 진정한 의도로서 도시개발 계획에 추진하고 그 결과는 의도한 바로 대로 달성하였는데, 항상 성공적으로 평가되어 온 공공주택의 개발과 보급 사업이 그 대표적 예이다. 하지만, 양호한 구상을 수행하고 건실하게 추진하는 것이 항상 계획한 결과를 가져오지 않는 경우도 존재하는데, 미국의 도시재생 사업이 이를 잘 나타내어 준다. 현실에서 가장 빈번히 발생하고 있는 것은 정치 사회적 엘리트 집단의 사적 이해관계를 반영하는 이른바 거대사업으로, 이들 사업은 일반적으로 실패로 귀결되고 있다. 그리고 우리는 각종 공간개발 및 지역개발 사업이나 정책의 공식적 의도와 실제 의도 간의 불일치 및 공식적 달성 목표와 실제 결과 간의 불일치와 관련된 유형에 관한 명확한 사례를 제시하기 어려운 경우, 논리적 추론을 행하고자 하는데, 이러한 고찰은 복잡한 공간개발 사업의 실상을 살펴보게 하고, 우리에게 공간개발 이념과 결과에 대해 깊이 있게 고찰할 바를 제시해 준다.
