Railway Construction and Social Conflict in Argentina during the Formation of the Modern Nation-State: Focusing on British Railway Capital and the Elite Class

근대국가 형성시기 아르헨티나의 철도 건설과 사회 갈등: 영국 철도 자본과 엘리트계층을 중심으로

Abstract

This paper examines the social conflicts that emerged during the construction of Argentina's railways in the period of modern state formation. Railways served as fundamental infrastructure for Argentina's modernization and economic development, driving territorial expansion into the Pampas and Patagonia while fostering political integration between federalist and unificationist factions. British railway capital, which flowed in during the construction process, built major lines and reaped profits by leveraging its monopolistic position. Under the Argentine government's guarantees and support, British railway capital generated profits, while the operation and maintenance of Argentine railways became a major British industry. The elite class, based on land and export- oriented livestock farming, colluded with British capital to exclude immigrants, hinder the development of manufacturing, and enjoy class-based privileges. This collusion between foreign capital and the elite class fueled anti-foreign sentiment, ultimately ending the oligarchy. However, with the emergence of American capital and shifts in British agricultural import routes, the Argentine government, sensing crisis, had no choice but to revert to a pro-British stance. This paper examines how the process of railway construction in Argentina solidified the collusion between foreign capital and the elite class, thereby shaping the most fundamental conflict structure in contemporary Latin American society.

본고는 근대 국가 형성시기 아르헨티나 철도 건설의 과정에서 발현된 사회 갈등에 대해 살펴 보았다. 철도는 아르헨티나의 근대화와 경제 발전의 기초적인 인프라로, 팜파 및 파타고니아로의 국토 확장을 이끌었고, 연방주의와 통합주의 간의 정치적 통합을 이끌어 내었다. 철도 건설 과정에서 유입된 영국 철도 자본은 주요 노선을 건설하고 독점적 지위를 이용하여 이윤을 취하였다. 아르헨티나 정부의 보증과 지원 하에 영국 철도 자본은 수익을 거두었으며, 아르헨티나 철도의 운영과 보수는 영국의 주요 산업이었다. 토지와 수출용 목축업에 기반한 엘리트계층은 영국 자본과 결탁하여 이민자를 배제하고 제조업의 발전을 막으며 계층의 이익을 누렸다. 외국 자본과 엘리트 계층의 결탁은 반외세 정서를 이끌어 내었으며, 결국 과두정치를 종식시켰다. 그러나 미국 자본이 등장하고 영국의 농산물 수입 노선 변경되면서 위기 의식을 느낀 아르헨티나 정부는 다시 친영국적 자세로 돌아설 수 밖에 없었다. 본고에서는 아르헨티나의 철도 건설 과정을 통해 외국 자본과 엘리트 계층이 결탁을 공고히 함으로써 오늘날 라틴아메리카 사회의 가장 기본적인 갈등 구조가 형성되는 과정에 대해서 살펴보았다.
