Abstract

The idea of a regional proportional representation system began about 30 years ago, with various arguments and bills proposed for different purposes and contents. This study aims to first explore the development of the regional proportional representation debate, second, analyze the changes in the purpose and content of each argument put forward, and third, assess whether they are in line with electoral reform. The discussion of regional proportional representation in Korea has involved a process of emulating or modifying the German electoral system, which has multiple proportional representation districts and an interlocking seat allocation method. Initially, the desire to mitigate the regionalism problem was a priority, and the discussion focused on setting up multiple proportional representation districts called Gwon-yeog. However, in recent years, arguments have emerged that prioritize proportionality, reducing wasted votes, and political diversity over regionalism. Actual electoral reforms have omitted Gwon-yeog (region) and introduced only a (quasi-)interlocking seat allocation system. It is unclear whether discussions on the regional proportional representation system have concluded or will resume in the future. However, reflecting on past discussions about the emergence and disappearance of Gwon-yeog as electoral districts, concerns about the spatial and geographical units of elections should continue.

권역별 비례대표제 도입은 약 30년 전에 시작되었고, 이와 관련하여 현재까지 다양한 목적과 내용을 담은 주장과 법안들이 발의되고 있다. 이 연구는 첫째, 권역별 비례대표제 논의의 전개 과정을 탐색하고, 둘째, 관련 주장들이 제시한 도입 목적 및 내용의 변화를 분석하여, 셋째 그것이 선거제도 개혁의 방안으로 적절한지를 평가하는 것이다. 우리나라의 권역별 비례대표제 논의는 다수의 비례대표선거구와 연동형 의석배분 방식을 채택한 독일 선거제도를 모방 혹은 변형하는 과정으로 이해할 수 있다. 초기 논의들은 지역주의 완화가 주된 목표였기에 권역이라는 복수의 비례대표선거구 설정에 초점을 맞추었다. 하지만 최근에는 지역주의 완화보다는 비례성, 사표 방지, 정치적 다양성 등을 우선하는 주장이 등장하였고, 실제 선거제도 개정은 권역을 생략하고 (준)연동형 의석배분만 도입되었다. 권역별 비례대표제 논의가 일단락된 것인지, 향후 재개될 것인지는 불확실하다. 다만 권역이라는 선거구가 등장하고 사라졌던 그간 논의를 반추한다면 선거의 공간 및 지리적 단위에 대한 고민은 지속되어야 할 것이다.
