Biogeopolitics Projected in China’s COVID-19 Vaccine Diplomacy

중국의 COVID-19 백신외교에 투영된 생명지정학

Abstract

This study examines how China is conducting COVID-19 vaccine diplomacy in developing countries in the context of the US-China rivalry for global hegemony. It aims to indicate that the COVID-19 pandemic and the supply of vaccines are acting as a biogeopolitical mechanism to change the pattern of hegemony conflicts. The state that COVID-19 vaccines have been used as private goods rather than public goods can be inferred from the cases of China's preferential supply of vaccines to countries based on the Belt and Road Initiative, its request to terminate diplomatic relations with Taiwan as a condition of supplying vaccines in Latin America, and the public support for China from recipient countries of vaccines in multilateral instruments. Selecting countries to supply vaccines in a geopolitical and geoeconomic context, rather than from a humanitarian point of view, will inevitably act as a limit to the formation of soft power, which also exposes limitations in the process of China's soft power being transformed into hegemony. Considering that China's vaccine diplomacy developed in connexion with the global imbalance in the supply and demand of COVID-19 vaccines, health and security cooperation through global health governance is required. It is furthermore necessary to recognize that this is a measure to overcome the alienation of life revealed by both biogeopolitics and necrogeopolitics.

본 연구에서는 미·중 패권경쟁의 맥락 속에서 소프트파워의 확대를 노리는 중국이 지정학적·지경학적 중요성을 갖는 개발도상국을 대상으로 COVID-19 백신 공급을 주도하고 있는 상황을 살펴보았다. 이를 통해 전 지구적 감염병 확산 상황에서 백신이 패권갈등의 양상을 변화시키는 생명지정학적 기제로 작동하고 있음을 확인하고, 소프트파워의 근간으로서 백신외교의 한계를 비판적으로 검토하였다. 중국이 일대일로 거점국가에 COVID-19 백신을 우선적으로 공급하고, 라틴아메리카에서 백신 공급의 조건으로 대만과의 단교를 요구한 것, 그리고 다자간 협의체에서 백신 수혜국을 통해 중국에 대한 지지 기반을 공고히 한 것 등은 중국이 백신을 공공재보다는 사적 재화로 활용하고 있음을 보여준다. 인도주의적 관점에서의 백신 공급이 아닌, 지정학적·지경학적 맥락에서 백신 공급 대상국을 선별하는 것은 소프트파워의 형성과 효과 지속에 한계로 작용할 수밖에 없으며, 나아가 중국의 소프트파워가 실질적 패권으로 전환되는 과정에서도 한계를 노정할 수밖에 없다. 중국 백신외교가 전 세계적 백신 수급의 불균형 상황에서 전개되었음을 고려할 때 글로벌 보건 거버넌스를 통한 보건안보협력이 요구되며, 이것이 생명지정학과 죽음의 지정학을 통해 발현된 생명소외현상을 극복하기 위한 근본적인 방안임을 인식할 필요가 있다.
