A Study of Local Residents’ Psychological Empowerment Towards Local Tourism Development

지역 관광개발에 대한 지역주민의 심리적 역량강화에 관한 연구

Abstract

In spite of local residents’ empowerment playing a crucial role in sustainable local tourism development, there have scales to measure whether residents perceive themselves as being psychologically empowered from tourism development have yet to be developed. To address this point, studies have employed the socio-political control scale(SPCS) to measure local residents’ level of intrapersonal empowerment toward the decision-making process of development policies and programs. The current study, therefore, modeled residents’ data from 22 cities and counties in Jeonnam Province to examine their level of intrapersonal empowerment toward local tourism development. Data from 940 residents were analyzed using one-way ANOVA to test the mean difference of the levels of district variable on SPCS such as policy control and leadership competence. The empirical results demonstrated group differences in SPCS items that can be used in concert to pursue sustainable local tourism policies and promotion by not only obtaining strong support and consensus from local communities, but also enhancing residents’ involvement in psychological empowerment.

지속가능한 관광개발에 있어 지역주민들의 역량강화가 중요한 역할을 하고 있음에도 불구하고, 지역주민들 스스로가 관광개발에 심리적으로 역량강화를 지각하고 있는가를 측정할 수 있는 척도개발은 아직 미비한 실정이다. 이와 같은 관점에서 선행연구들은 개발 정책 및 프로그램의 의사결정 과정에서 지역주민의 내재적 역량강화를 측정하기 위해 사회정치적 제어능력 척도를 활용하고 있다. 이에 본 연구는 전라남도 22개 시군의 주민들을 대상으로 지역관광개발에 대한 내재적 역량강화 수준을 모형화하여 평가하였다. 총 940명의 지역주민들을 대상으로 수집된 데이터를 바탕으로 일원배치 분산분석을 통해 사회정치적 제어능력의 하위변수인 정책통제력과 리더십 역량에 대한 권역별 평균의 차이를 분석하였다. 본 연구의 실증분석 결과, 지역사회의 강력한 지지와 동의를 얻을 수 있고 주민들의 심리적 역량강화에 대한 관여도를 높임으로써 지속가능한 지역관광 정책과 홍보를 동시에 추진할 수 있는 사회정치적 제어능력에 대한 권역별 차이가 나타났다.
