Abstract

Illegal parking contributes to a range of social issues within urban environments, particularly when occurring adjacent to fire hydrants, thereby hampering emergency responses to fires. Understanding the spatiotemporal dynamics of such illegal parking is crucial for devising effective preventive measures. This study employed the K function and DBSCAN to identify the spatial clustering of illegal parking and explored the types of buildings within the clusters. Our findings revealed that the prevalence and distribution of these clusters fluctuate with the time of day and week, with a notable increase during peak traffic periods on weekdays. Moreover, a comparative analysis of the building types indicated a higher incidence of illegal parking in areas dominated by residential, commercial, and office buildings. These results suggest that patterns of illegal parking near fire hydrants are influenced by both spatial and temporal factors, which should be considered when implementing parking-related regulations in cities. In the long run, the findings of this study will enhance emergency response strategies.

불법주정차는 도심에서 여러 사회적 문제를 일으키는 요인 중 하나이며, 특히 소화용수 인근의 불법주정차는 화재와 같은 긴급상황 대응에 어려움을 초래한다. 따라서 소화용수 인근 불법주정차의 시공간적 분포를 파악하고, 이를 바탕으로 불법주정차를 방지할 수 있는 실효성 있는 정책을 수립하는 것은 우리 도시의 안전을 확보하는 데 중요한 역할을 할 수 있다. 이에 본 연구에서는 공간 데이터의 군집을 확인할 수 있는 K 함수와 DBSCAN 분석을 사용해 불법주정차 발생이 밀집한 지역을 파악하고, 불법주정차가 빈번한 지역의 건물 용도를 통해 불법주정차의 원인을 추정하고자 한다. 분석 결과, 시간대와 요일에 따라 군집의 위치 및 수가 달라짐을 확인할 수 있었으며, 특히 목적 통행이 많은 주중 및 주간 시간대에 불법주정차가 빈번하게 발생하였다. 또한, 불법주정차 군집의 위치와 건물 용도를 비교한 결과, 주택, 상업 및 업무시설에서 가장 많은 군집이 나타났다. 이러한 연구 결과는 소화용수 인근 불법주정차가 시간대와 요일, 지역 특성에 따라 다르게 나타날 수 있음을 의미하다. 이는 증거 기반의 불법주정차 정책 수립에 이바지할 수 있고, 궁극적으로는 화재와 같은 긴급상황에 대한 도시의 대응력을 높이는데 기여할 수 있을 것이다.
