Practical Geopolitics of President’s Visits to Frontline Military Units 대통령 전방부대 방문의 현실지정학

Abstract

This research considers the President’s vistis to border area as practices and performances in making border. Text and messages made in the course of performances are subject to analysis through the lens of practical geopolitics. The messages delivered at the border area are understood as a governing practice in practical geopolitics, which has influences on security discourse at a multilayered scale. To examine the change of security discourses, this study investigated former president Lee Myung-bak’s two visits to the frontline military units when the inter-Korean relations changed dynamically. The analysis of the changes of security analysis was performed with the extraction of keywords in media coverage before and after the visits. The importance of selected keywords was measured with a centrality index of social network analysis. The result shows that changes in security discourse have followed the president's visits to frontline units, and these changes could be characterized as scale-up in security discourse. In addition, the scalar change of security was accompanied by the escalation of tension and the retreat of peace-related discourse on the Korean Peninsula.

한반도 접경지역에서 행해지는 국가 정상의 장소 방문 행위는 경계 수행 과정으로 이해될 수 있으며, 수행 과정에서 이루어진 텍스트 및 메시지를 현실지정학의 분석 대상이 된다. 경계 수행 과정에서의 메시지 발화는 현실 지정학적 통치 행위로 이해되며, 이러한 통치 행위는 다층적 스케일에서의 안보 담론에 영향을 미치게 된다. 통치 행위 따른 안보 담론의 변화를 살펴보기 위해 본 연구는 남북 관계가 역동적으로 변화하였던 이명박 전 대통령 시기의 전방부대 방문 중 두 차례의 방문을 분석하였다. 이 전 대통령의 전방부대 방문을 기점으로 한 담론의 변화를 살펴보기 위하여 방문 전후의 언론 보도에 담긴 단어들을 추출하였고, 키워드 네트워크 분석의 중심성 분석을 통해 영향력이 큰 단어의 변화를 살펴보았다. 키워드 네트워크 분석의 결과는 대통령의 전방부대 방문을 기점으로 안보 담론의 변화가 발생하였다는 것을 보여주며, 이러한 변화는 특히 안보 담론의 스케일 상승으로 나타났다. 이와 함께, 안보 담론의 스케일 상승은 위기감의 고조를 동반하며 동시에 한반도 평화 관련 담론의 위축을 수반하고 있었다.
