This study analyzed how the factors of urban characteristics influence resilience from natural disaster targeting Si, Gun, and Gu of the Seoul Metropolitan area as of 2020. After extracting the factors of urban characteristics that can influence resilience from natural disaster, this author presented political implications. According to the results of analysis, the rate of urbanization has negative influence over the cost to recover from natural disaster and positive influence on urban resilience, and also, the ratio of the disabled, percentage of sewered population, ratio of financial independence, and border area have negative effects on urban resilience. As the cost to recover from natural disaster increases in Incheon and Gyeonggi’s border areas when disaster takes place, it is expected that both economic and physical damage will get severer when major disaster occurs there. Concerning the enhancement of urban resilience, the findings show that urban resilience can be improved more as more planned and stepwise urbanization proceeds. It is necessary to upgrade physical infrastructure, build up policies and programs to prevent human damage, and also induce the factors of smart city technology to the areas of safety and disaster prevention. In addition, from the perspective of regions, the results reveal that it is needed to try balanced national development policy grounded on both economic and physical support in order to enhance urban resilience in the border areas of Incheon and Gyeonggi.
