The Financialization of Housing in Spain and the Advent of New Housing Crisis - Focusing on the Deregulation and the Alternative Housing Movements before and after the Financial Crisis -

Abstract

The purpose of this study is to examine the structural cause of the housing crisis, which occurred when Spain's housing financialization process turned its space into a speculative place for global financial capital. For this purpose, this study examined the institutional and economic background of Spain’s housing policies before and after the global financial crisis. As a result, Spain's deregulated housing policy has led to a new housing crisis phenomenon of eviction due to the reduction of housing for living, lack of public rental housing and increases in housing prices and rents. The nationwide squatting movement by evictees has recently led to the approval of a draft alternative law under the name of the ‘The Project of the Law for the Housing Rights’ to reverse the housing crisis, such as the loss of housing rights and the absence of public rental housing in Spain. By analyzing the draft of this Act, I will explain how the evicted civil society presented alternatives at the political level, and discuss the implications that the process of housing financialization in Spain can give to the current Korean society.

본 연구는 스페인이 시행한 주택금융화 과정이 스페인의 공간을 글로벌 금융 자본의 투기 장소로 바꾸면서 발생한 주거위기 현상의 구조적인 원인을 밝히고자 하였다. 따라서 글로벌 금융위기 전･후에 스페인이 시행했던 주거의 제도적･경제적 배경과 특징에 대해 살펴보았다. 결과적으로 스페인의 규제완화 주택 정책은 실거주용 주택 재고의 부족, 공공임대주택의 부족, 주택가격 및 임대료 인상에 따른 퇴거라는 새로운 주거위기 현상을 초래했다. 이러한 퇴거인들의 전국적인 주택 점유운동은 최근 ‘주거권법 프로젝트’라는 이름으로 주거권 상실과 공공임대 주택의 부재와 같은 주거위기 상황을 반전시키기 위해 대안적 법률 초안의 승인을 이끌었다. 이 법안의 초안을 살펴봄으로써 퇴거된 시민사회가 어떻게 정치적 수준에서 대안을 제시했는지를 살펴보고, 스페인의 주택금융화 과정이 현재 한국 사회에 줄 수 있는 시사점에 대해 논의한다.
