Abstract

In this study, landscape planning techniques were established to minimize landscape damage due to reckless development planning in advance, and the results of the study are summarized as follows. First, due to the development plan, it was confirmed that most of the types that were evaluated as grade 1 in the biotope value evaluation, that is, with a very high conservation value, disappeared. As a result of the analysis of laws and systems related to landscape planning, various aspects such as ecological, recreational, aesthetic, and climatic aspects were included. As a result of the analysis of the basic spatial data, it was found that effective planning would be possible if the biotope map was used. In order to induce a number of development plans occurring at the national level in a more landscape-friendly way, it is necessary to provide legal and institutional support to ensure that biotope maps among various basic spatial data are taken into account when establishing a development plan. In addition, content related to landscape planning in laws and systems should be induced to consider the multifunctional aspect of landscape. This study is significant in that it establishes a landscape planning technique for landscape-friendly national land development based on the analysis of landscape changes on the development site, the laws and systems related to landscape planning, and the analysis of basic spatial data after actual development has taken place.

본 연구에서는 무분별한 개발계획으로 인한 경관훼손을 사전에 계획적 차원에서 최소화하기 위한 경관계획 기법을 수립해 보았으며 연구의 결과를 요약하면 다음과 같다. 우선 개발계획으로 인해 비오톱 가치평가 결과 1등급으로 평가된 즉, 보전가치가 매우 높은 유형들이 대부분 소멸된 것을 확인할 수 있었다. 경관계획 관련 법･제도에 대한 분석 결과, 생태적, 휴양적, 미시각적 측면, 기후적 측면 등 다양한 측면에 대한 계획 내용을 포함하고 있었다. 기초 공간자료에 대한 분석결과 비오톱지도(도시생태현황지도)를 활용할 경우 효과적인 계획 수립이 가능할 것으로 나타났다. 전 국토차원에서 발생하는 수많은 개발계획을 보다 경관친화적으로 유도하기 위해서는 다양한 기초 공간자료들 중 비오톱 지도를 개발계획 수립 시 반드시 고려하도록 법･제도적으로 뒷받침될 필요가 있다. 또한 법･제도 내의 경관계획 관련 내용은 경관의 다기능적 측면을 고려하도록 유도되어야 한다. 이러한 본 연구는 실제 개발이 일어난 부지에 대한 경관변화 분석, 경관계획 관련 법･제도 및 기초 공간자료에 대한 분석을 바탕으로 경관친화적 국토개발을 위한 경관계획 기법을 수립해 보았다는 점에서 의의가 있다.
