Ideology and Space: An Empirical Examination about Major Spatial Construction Projects 이념과 공간 : 주요 공간개발 사업을 대상으로 한 실증적 검토

Abstract

Ideology and space has not been actively researched both abroad and at home. Confusion around major concepts has been one of the major hurdles. The objective of this paper is to overcome this hurdle. Concepts are clarified, such concepts like the differences between official policies and real intentions. It is logically clarified and easy to use. Construction projects are all around South Korea. How intentions affect results is worth investigating as far as these projects are concerned. Survey research on experts are conducted. Answers were about 7 major construction projects in Korea and 4 logical types relating motives and results. Two theories are notably observed in responses. Growth machine theory emphasizing real estate speculation and social control theory concerning voting are the two. Failed projects due to policies not in line with real intentions are Four Major Rivers Project and real-estate policy of President Moon Jae-in.

이념과 공간에 관한 연구는 국내외적으로 많지 않다. 이념이라는 개념 자체가 다의적으로 사용되어 왔다. 이 논문은 이러한 한계를 넘어서서 각종 개발사업의 공식 정책과 실제 의도 차이와 같은 논리적으로 명료한 개념을 제시하고자 하였다. 현재 우리나라에서는 각종 대형 공간개발 사업이 다양하게 진행되고 있다. 우리는 공식 정책과 실제 의도 간의 차이 그리고 정책 목표와 실제 결과 간의 차이를 이러한 공간개발 사업에 적용해 살펴볼 수 있다. 이와 관련하여 이 논문은 전문가 설문을 통한 조사를 분석하였다. 각종 공간개발 사업의 공식 정책과 실제 의도 간의 차이 그리고 정책 목표와 실제 결과 간의 차이를 연결하는 4개의 논리적 유형을 제시하고, 7개의 주요 공간개발 사업을 대상으로 이에 관한 견해를 물어 보았다. 실제 공간개발 사업의 결과가 공식 목표치에 미달하는 경우, 대체로 당초 잘못된 사업이었다는 것이 밝혀졌다. 공식 정책과 실제 의도가 달랐고, 또 결과적으로 실패했다고 평가된 대표적인 공간개발 사업은 4대강 사업과 문재인 정부의 부동산 정책이다. 부동산 투기를 매개로 한 부동산 성장 동맹론과 선거에서의 표를 대가로 삼는 사회통제 이론에 부합하는 응답이 주를 이루었다.
