The Chuunjeong area and Samcheong-dong valley in Japanese colonial era were called Bukbu Park, and efforts had been made to create parks. The analysis of the changes in the two places during the Japanese colonial period is as follows. This study analyzed that how only Samcheong Park became a legal park. First, Chuunjeong was used as a place name (地名), not a pavilion, and the area was used as Ganingurakwon. Second, the building in Chuunjeong was used as a library, and the area was privatized in 1928. Third, the experience of park in Japanese colonial era had discrimination between the south, a residential area of Japaneses and the north, a residential area of Koreans. Fourth, Samcheong Park designated as legal park in 1940. Fifth, in terms of intrinsic factors, the Samcheong-dong area was advantageous for creating a modern park because the site was a state-owned land. Sixth, in terms of external factors, the willingness of the government played a major role. This study is significant as it examined the background of the establishment of modern park during Japanese colonial era.
