A Study on the Legalization for Deafblind in Perspective of Geography of Disability

Abstract

The Geography of Disability studies the disabled who are spatially discriminated against as the space weak. It is a practical study that realizes the right to mobility, safety, and access to information for the disabled. In this background, this study explored a spatial policy legalization to support the movement and communication of Deafblind as the most vulnerable people. In this study, Firstly, Augmentative Alternative Communication card for Deafblind is proposed. Secondly, the integration of activity supporters and interpreters to support the mobility and communication of Deafblind is proposed. Thirdly, installment of convenience and safety facilities to support Deafblind is proposed. Finaly, legalization of Seoul Metropolitan Council was promoted to improve the quality of life for Deafblind.

장애지리학은 공간적으로 차별받는 장애인을 공간약자로 연구하는 것으로서 장애인의 이동권, 안전권, 정보접근권을 실현하는 실천적 학문이다. 이와 같은 배경에서 본 연구는 장애지리학의 관점에서 가장 취약한 계층인 시청각장애인의 이동과 의사소통을 지원하기 위한 공간정책안을 마련하고 법률 제정을 통한 정책 제도화를 탐색하였다. 시청각장애인의 이동과 의사소통을 지원하기 공간정책으로서 첫째, 시청각장애인의 의사소통과 도움을 요청하는 보완대체의사소통 카드 제작, 둘째, 시청각장애인의 이동과 의사소통을 지원하기 위한 활동지원사와 통역사 통합, 셋째, 시청각장애인을 지원하는 편의시설과 안전시설 설치 등을 제안하였으며, 서울특별시 의회 조례화를 추진하여 시청각장애인의 삶의 질 향상을 도모하였다.
