Transfrontier Cooperation among European Border Regions: A Case Study of the Grande Région

Abstract

The border regional governments where France, Germany, Belgium, and Luxembourg meet have established the transfrontier cooperative region(Grande Région) integrated economically, socially and territorially to solve practical problems related to the daily life of border region residents. Grande Région's transfrontier cooperation are based on geographical accessibility, cultural homogeneity, economic complementarity, and similar industrial structure among the border regions. And the administrative and institutional organizations formed through the cooperative process and the hierarchical cooperative structure between border countries, border regions, and border regions are factors that enable continuous and stable transfrontier cooperation. However, the differences in political systems, administrative systems, strategic visions, and priorities of cooperation among cooperative regions make it difficult to discuss and implement of the tranfrontier cooperation.

프랑스･독일･벨기에･룩셈부르크가 만나는 국경지역자치단체는 국경지역 주민들의 일상생활과 관련된 실질적인 문제를 해결하기 위해 경제적･사회적･영역적으로 통합된 초국경 협력지역인 Grande Région을 설립하여 초국경 협력을 확대하고 있다. 우선, Grande Région의 초국경 협력은 국경지역 간 지리적 접근성과 문화적 동질성, 경제적 보완성, 유사한 산업구조에 바탕을 두고 있다. 그리고 협력과정을 통해 형성된 관리적･제도적 협력기구와 국경국가 간-국경지역자치단체 간-국경지방자치단체 간 계층적인 협력구조는 지속적이고 안정적인 초국경 협력을 가능하게 하는 요인이 되고 있다. 그러나 국경국가와 국경지역자치단체 간 정치제도와 행정체계, 전략적 비전, 협력 우선순위 등의 차이는 초국경 협력의 논의와 실행을 어렵게 하는 요인이 되고 있다.
